The Massachusetts Early Intervention Consortium formed in 1978 serves as a statewide nonprofit educational and advocacy organization within the early intervention community in Massachusetts.

The Consortium and Infant Toddler Advocates (ITA) have played a major role in the formation of t he EI system that now exists, having been instrumental in the writing and passages of legislation in 1981 which mandates and protects early intervention services in Massachusetts. The Consortium participated in the writing and passage of legislation mandating insurance participation in early intervention, thereby bringing significant new dollars into the system leading to EI expansion. Currently through our legislative advocates at "Governmental Strategies" ITA provides a leadership role in advocating for stability and increase in State funding. In 2002 the Consortium provided the initiative and leadership to achieve a rate increase and in 2003 to maintain level funding despite major statewide cutbacks.

The Consortium Charter lists the following objectives:

1) To provide for and improve the quality of services and care to young children and their families, including but not limited to toddlers, infants, those with special needs, and others considered at risk for developmental delay or disability.

2) To provide information, advocacy, outreach and support to consumers and providers for the development and appropriate delivery of care and services to the above mentioned group.

3) To facilitate coordination among funding agents, providers an consumers of care and services to young children and their families.

The Consortium is organized into six regional groups across Massachusetts.

Each group is chaired by a Regional Chairperson, elected by the regional membership. Each Regional Chairperson is seated, with a vote, on the governing Board of Directors. With the support of its membership, the Consortium will continue to be the "watch dog" of quality EI services and advocate for fair and appropriate rates while speaking with a credible voice for the needs of young children and families in Massachusetts.
